This question can prompt many different answer, but in my opinion, a good DJ is one who knows how to control the crowd. S/He knows how to start with medium energy songs, and raise or lower the energy of the music appropriately. To do this, a good DJ will understand harmonic mixing, or knowing how the key of the songs fit together. They will have an understanding of the energy of their mix.

An example of normal harmonic transition would be a song in B Major can transition to another in B Major, or to E Major, F# Major or to Ab Minor and sound perfect. An energetic boost might go to A Major or Ab Major for some punch. For a truly dramatic change you might switch to C Major or to Bb Major but this transition should be used with caution.
The other thing to be aware of is how you manage the energy of your mix. Songs with energy of 4-5 get the crowd feeling good, 6-7 will get people on the floor dancing and singing, 8 is really high tempo and should be used sparingly. Most event DJ won't be using high energy songs from 9-10 - these are used more in festivals.
